Remove __NVIC_PRIO_BITS and configPRIO_BITS check in port (#683)

* Remove __NVIC_PRIO_BITS and configPRIO_BITS check in CM3, CM4 and ARMv8.
* Add hardware not implemented bits check. These bits should be zero.
