rbutil uses several components from the utils folder, and can be
considered part of utils too. Having it in a separate folder is an
arbitrary split that doesn't help anymore these days, so merge them.
This also allows other utils to easily use libtools.make without the
need to navigate to a different folder.

When saving the system info from the progresslogger it shouldn't have knowledge
about the format of the data provided by getInfo(). Instead of relying on the
output being HTML formatted make getInfo() accept a parameter that indicates if
the data is to be formatted as HTML or text.

When changing the language don't require a restart anymore. Instead listen to
the appropriate changeEvent and retranslate the UI. Designer generated UI files
already provide such a function.
