f3371c1d78 rbutil: Improve HiDPI support. 
Since we embed a manifest file on Windows we also need to indicate HiDPI
support in it. Otherwise it will only work partially.

93ed5baf77 Correct filename in manifest. 
Rockbox Utility binary has been renamed quite a while ago, make sure the
manifest for Windows matches.
