build: Experimental LTO support, phase one

Browse source 
* Only codecs and plugins are enabled
 * Only native builds (so far)
 * Only tested on xDuoo X3 (MIPS, monochrome)
 * opus & speex generate some warnings
 * Significant compile time impact
