Christian Soffke 8ba02932b3 voice: splashf 39f8685 add missing voice phrase 
Two of the splashf messages that were converted
to support voicing in commit 39f8685 didn't have
a voice string yet. Translations tbd for:
* LANG_READ_FAILED
* LANG_FM_SCANNING
